What does that mean for the LPA?

One question for LPAs to answer in this regard is “How can we meet our obligations for the lowest possible cost?”.  Of course, one answer is to use the currently employed resources to do the additional work.  This will be eminently sensible provided the volumes are low, since the additional work may well not disrupt current services.  However, as volumes rise there will come a point where the new responsibilities begin to impinge on the established Business as Usual.  At this point, failure to act will have negative consequences for both the established and the new activities.

What solution do we have?
