True Cost of Not Having a SIEM Operating Model

An operating model outlines the controls, the people, and the processes involved with SIEM operations by defining roles, responsibilities, and standard operating procedures (SOPs).  

Most SIEM deployments follow the same trajectory. A significant investment in platform selection and implementation. An initial period where the system works well and stakeholders are satisfied. Then a slow, steady decline as detection rules go stale, data quality degrades, costs creep upward, and the security team loses confidence in the platform that was supposed to be their primary defence.

The root cause is almost never the technology. It is the absence of a dedicated operating model — a clear answer to the question: who is responsible for making this platform work, day after day, month after month?

The Operator Gap

In any SIEM deployment, there are three distinct roles. Users consume the platform — SOC analysts who investigate alerts, run searches, and use dashboards. Builders design and implement the platform — the consultancy or internal project team that deploys the SIEM, configures data sources, and creates initial detection rules. Operators maintain the platform after go-live — managing data quality, tuning detections, controlling costs, and keeping the system healthy.

The problem is that most organisations invest heavily in the Build phase and assume the User team (the SOC) will handle the Operate phase. They will not. SOC analysts are hired and trained to investigate security events, not to manage Splunk indexes, tune correlation rules, or troubleshoot data ingestion pipelines. Asking them to do both means they do neither well.

This is the Operator gap, and it is the single most common reason SIEM deployments fail to deliver sustained value.

What Happens Without an Operating Model

The consequences are predictable and cumulative. Each one makes the others worse.

Detection Drift

Detection rules are built against a snapshot of your environment at deployment time. But environments change constantly — new applications are deployed, infrastructure is migrated, user behaviour patterns shift, threat actor techniques evolve. Without regular review and tuning, detection rules gradually lose their relevance.

False positive rates climb. Analysts start ignoring certain alert categories because they have learned from experience that 95% are noise. Genuine threats that happen to match a noisy rule pattern get lost. Meanwhile, new attack techniques that the SIEM should be detecting go unmonitored because nobody is writing new rules.

The result is a SIEM that generates noise rather than intelligence — an expensive system that makes the security team less effective, not more.

Data Quality Degradation

Data quality fails silently. An application team changes their log format during a deployment and nobody notices that the SIEM’s field extractions are now broken. A network team decommissions a log forwarder and a critical data source stops reporting. A cloud team provisions new infrastructure that is never onboarded to the SIEM.

Without active monitoring of data completeness, format compliance, and source health, these gaps accumulate. The SIEM’s coverage gradually shrinks while everyone assumes it is still comprehensive. You only discover the gaps when an incident occurs in an area you thought was monitored.

Cost Overruns

Without active cost management, SIEM ingestion volumes grow unchecked. New data sources are onboarded without considering their volume impact. Verbose logging levels are left enabled in production. Duplicate data flows from overlapping collection agents. Nobody reviews whether the data being ingested is actually being used for detection or investigation.

The annual licence renewal becomes a confrontation: costs have grown 20-30% but the security team cannot demonstrate corresponding improvements in detection or response capability. The SIEM becomes politically vulnerable — expensive and underperforming.

Knowledge Loss

When the implementation consultancy leaves, they take their knowledge with them. When the one internal person who understood the Splunk configuration changes roles, that knowledge goes too. Documentation, if it exists at all, was written at deployment time and has not been updated since.

New team members inherit a system they do not fully understand. They are reluctant to change configurations they did not build. The platform becomes increasingly fragile — a black box that works until it does not, with nobody confident enough to fix it.

Quantifying the Cost

The financial impact extends well beyond the SIEM licence itself.

Wasted licence spend. Without pipeline optimisation and active data management, organisations typically overspend on SIEM licensing by 30-60%. For a 500 GB/day Splunk deployment, that represents a substantial annual figure that could fund dedicated operations.

Incident response delays. A SIEM with stale detections and degraded data quality increases Mean Time to Detect (MTTD). Industry research consistently shows that longer detection times correlate with higher breach costs. The difference between detecting a breach in days versus months can be measured in millions.

Audit and compliance exposure. Regulatory frameworks like ISO 27001, PCI DSS, NIS2, and DORA require demonstrable security monitoring capabilities. A SIEM that looks good on paper but has significant detection gaps and data quality issues creates compliance risk that only becomes visible during an audit or incident.

Opportunity cost. The security team spends time fighting the SIEM rather than using it. Manual workarounds, ad-hoc troubleshooting, and compensating for unreliable data consume analyst hours that should be spent on threat hunting, investigation, and response.

What a Good Operating Model Looks Like

An effective SIEM operating model does not require a large team, but it does require dedicated attention and defined processes.

Platform health monitoring. Continuous visibility into data ingestion rates, search performance, storage utilisation, and system health. Issues are detected and addressed proactively, not discovered during an incident.

Detection engineering cadence. Monthly review of detection rules: tuning thresholds, retiring ineffective rules, building new detections for emerging threats, and mapping coverage against MITRE ATT&CK to identify gaps.

Data quality management. Weekly checks on data source completeness, format compliance, and volume trends. New data sources are onboarded through a defined process that includes field mapping, volume assessment, and detection rule creation.

Cost governance. Continuous monitoring of ingestion volumes with alerting on unexpected growth. Regular review of data value — is every GB being ingested actually contributing to detection or investigation capability?

Knowledge management. Documentation maintained as a living asset, not an implementation artefact. Runbooks for common operational tasks. Architecture diagrams that reflect the current state.

Build vs Buy: The Managed Service Option

Building an internal SIEM operations capability requires hiring or developing specialist skills (Splunk administration, detection engineering, data pipeline management), defining and maintaining operational processes, and sustaining management attention on a function that is never urgent until something goes wrong.

For many organisations, particularly those in the 200-2,000 employee range, a managed service partnership is more effective. Not because the skills are impossible to develop internally, but because the economics and consistency of a dedicated external team often deliver better outcomes than a shared internal resource who also has project delivery, incident response, and other responsibilities competing for their time.
